Aerodrome Manual

An aerodrome manual is a foundational document mandated by aviation authorities that outlines an airport’s infrastructure, operating procedures, and aviation safety management systems. The manual typically contains precise specifications on the following domains:  


Aerodrome Administration: Airport location, layout plans, and responsible executives.  

Operational Procedures: Rules for aerodrome inspections, wildlife hazard management, aircraft parking, and low visibility conditions.  

Safety & Emergency: Aerodrome Rescue and Fire Fighting (ARFF) details, Emergency Plans (AEP), and Safety Management System (SMS) frameworks.  


Creating, auditing, and maintaining this manual aligns with the international Standards and Recommended Practices (SARPs) established by ICAO Annex 14.

Safety Management System (SMS)

The Safety Management System (SMS) is a proactive and organized approach to managing aviation safety, which is essential for aerodrome operators seeking aerodrome certification. In accordance with International Civil Aviation Organization (ICAO) standards, it requires the systematic identification of hazards, effective wildlife hazard management, comprehensive risk assessment, safety assurance, and ongoing promotion of a safe operating environment. This includes critical measures such as aerodrome fencing and aerodrome mowing.


Safety Policy and Objectives: This aspect defines management's commitment to aviation safety, outlines key accountabilities, and addresses emergency planning.


Safety Risk Management: This involves processes for identifying hazards, assessing associated risks, and implementing necessary remedial actions.


Safety Assurance: Continuous monitoring and regular evaluation of safety performance are conducted to ensure compliance with regulatory standards, thereby achieving necessary safety levels.


Safety Promotion: Training, communication, and educational initiatives are vital for fostering a positive safety culture among staff, contractors, and other stakeholders in aviation safety management.

Wildlife Hazard Management Plan

A formal Wildlife Hazard Management Plan (WHMP) is a crucial element of an airport's aviation safety management system (SMS) and generally includes the following strategies: Habitat Management, which entails aerodrome mowing to modify the airfield environment, thereby eliminating food sources, standing water, and vegetation that attract wildlife; Active Dispersal techniques that utilize pyrotechnics, bio-acoustics, lasers, and falconry to deter potential hazards; Monitoring & Auditing involving regular wildlife counts and tracking seasonal migration patterns; and Strike Reporting, where all wildlife strikes and near-misses are recorded in accordance with national safety standards. Furthermore, aerodrome certification emphasizes the importance of fencing in enhancing safety by preventing wildlife from entering the airport grounds.

Aerodrome Lighting

Aerodrome lighting plays a crucial role in aviation safety management, offering essential visual cues for pilots to navigate, approach, and land safely during low visibility conditions or at night. This lighting system includes standardized components such as runway edge lights (white), taxiway lights (blue/green), and glide slope indicators like the Precision Approach Path Indicator (PAPI). At unattended airfields, these lights can be activated using Pilot-Controlled Lighting (PCL) via radio, also known as Aircraft Radio Control of Aerodrome Lighting (ARCAL), which enhances operational flexibility. A well-designed airfield ground lighting system is integral to aerodrome certification and relies on a complex network of colored lights, each fulfilling a specific navigational role: 


Approach Lighting Systems (ALS): Guides pilots as they transition from instrument flight to visual flight, helping align the aircraft with the runway centerline. 

Runway Edge Lights: Typically white, these lights outline the usable landing area and often shift to yellow in the last 600 meters (2,000 feet) on instrument runways to indicate the remaining distance. 

Runway Threshold and End Lights: Green lights mark the runway's beginning, while red lights indicate the end. 

Precision Approach Path Indicator (PAPI): A set of four lights on the side of the runway that inform pilots whether their glide path is correct; two red and two white lights signal that the aircraft is perfectly on slope. 

Taxiway Lighting: Blue lights outline the outer edges of taxiways, with green lights illustrating the centerline. 

Pilot-Controlled Lighting (PCL) / PAL: This system allows pilots approaching non-towered regional airports to illuminate the aerodrome lighting by keying their microphone a specified number of times on the assigned frequency (e.g., 7 clicks for high intensity). 

Obstacle Lighting: Flashing beacons (red or white) mounted on tall structures near the aerodrome to mitigate potential collisions and ensure effective wildlife hazard management.
